US Withholds $4B Patriot Approval for 30 Days
President Zelensky states the defense secretary has not signed off on interceptor transfers while Russian strikes on energy infrastructure intensify.

Ukrainian President Volodymyr Zelensky said on Monday that the United States has not approved the transfer of Patriot and NASAMS interceptor missiles for nearly a month. The delay leaves Kyiv waiting for critical air defense hardware while Russian forces increase attacks on energy and civilian infrastructure.
Zelensky posted on X that he instructed his team to raise the issue with American officials again. He specifically named Defense Secretary Pete Hegseth as the official responsible for the pending signature. The missiles are part of the Partner-Provided Ukraine Resupply, or PURL, a program through which NATO allies fund weapons that the US then delivers to Ukraine.
The holdup has strained relations between the two governments. Last week, Secretary of State Marco Rubio acknowledged that a specific batch of interceptors might not have been delivered. He stated that the timing of the delay was not driven by political motives. The friction follows President Donald Trump’s announcement of a diesel deal with Russia and his public criticism of Zelensky for not halting strikes on Russian refineries.
Beyond the missile approvals, Ukraine faces other logistical hurdles. The government reported recent gaps in US intelligence sharing regarding Russian missile trajectories. Additionally, the military version of Starlink has been throttled for several days, which disrupted air defense operations. Reuters reported that the order to limit Starshield bandwidth originated inside the White House.
SpaceX CEO Elon Musk and US officials have publicly disagreed about who holds the final authority over Starlink and Starshield limitations. Each side has claimed that the other party made the decision to restrict service. These operational issues compound the financial and strategic pressure on Ukraine’s defense budget as winter approaches.
